Rules of Conduct Onboard Aircraft

(Developed in accordance with the Convention on Offences and Certain Other Acts Committed on Board Aircraft, signed in Tokyo on 14.09.1963, the Air Code of the Russian Federation, civil, administrative, and criminal legislation of the Russian Federation, as well as relevant requirements and recommendations of the International Civil Aviation Organization (ICAO) and the International Air Transport Association (IATA))

Passengers have the right to:

  • Request all services provided under the terms of the air carriage contract;
  • In case of threats to their life, health, honor, or dignity, appeal to airline staff for protection;
  • Use portable electronic devices in autonomous mode (airplane mode).

Passengers are required to:

  • Comply with reasonable requests from the aircraft commander, senior flight attendant, and other crew members;
  • Present a boarding pass for the respective flight when boarding;
  • Take the seat indicated on the boarding pass; changing seats is only allowed after coordination with the flight attendant and with permission from the aircraft commander;
  • Store carry-on luggage in designated areas within the aircraft cabin;
  • Keep seatbelts fastened when the "Fasten Seatbelts" sign is illuminated;
  • Turn off or switch electronic devices to autonomous mode (airplane mode) upon request from crew members at any stage of the flight;
  • Adhere to rules of conduct in public places.

Passengers are prohibited from:

  • Creating situations that threaten flight safety or the life, health, or personal dignity of other passengers and crew members, or engaging in any form of verbal or physical abuse towards them;
  • Consuming any alcoholic beverages during the flight except those offered by the crew onboard the aircraft;
  • Being in a state of intoxication that offends human dignity and public morality;
  • Smoking onboard the aircraft during the entire flight, including electronic cigarettes;
  • Creating conditions that are uncomfortable for other passengers or hinder the work of crew members;
  • Opening sealed duty-free shopping bags before the end of the flight;
  • Using emergency rescue equipment without corresponding instructions from the crew;
  • Damaging property belonging to the airline or removing it from the aircraft;
  • Removing animals from their containers (cages) when transported in the aircraft cabin.

The following measures apply to undisciplined passengers who violate established rules of conduct:

  • Cessation of alcohol sales to passengers who are under the influence of alcohol or any other intoxication;
  • Confiscation of alcoholic beverages from passengers during the flight (with subsequent return after the flight);
  • Use of restraining measures (plastic handcuffs, nylon straps) by order of the aircraft commander against passengers whose actions pose an immediate threat to flight safety and who refuse to comply with lawful requests and orders from the aircraft commander;
  • Unilateral termination of the air carriage contract with the passenger and removal of the violator from the aircraft;
  • Handover of undisciplined passengers to law enforcement authorities for further administrative or criminal liability:
    • Clause 6, Article 11.17 of the Code of Administrative Offenses of the Russian Federation "Failure by persons on board an aircraft to comply with lawful orders of the aircraft commander" - entails an administrative fine of 2,000 to 5,000 rubles or administrative arrest for up to 15 days;
    • Article 20.1 of the Code of Administrative Offenses of the Russian Federation "Petty Hooliganism" - entails an administrative fine of 500 to 1,000 rubles or administrative arrest for up to 15 days;
    • Article 20.21 of the Code of Administrative Offenses of the Russian Federation "Appearing in public places in a state of intoxication" - entails an administrative fine of 500 to 1,500 rubles or administrative arrest for up to 15 days;
    • Article 213 of the Criminal Code of the Russian Federation "Hooliganism" - punishable by a fine of 300,000 to 500,000 rubles or the equivalent of the convicted person's wages or other income for a period of 2 to 3 years, or compulsory labor for up to 480 hours, or correctional labor for 1 to 2 years, or forced labor for up to 5 years, or imprisonment for the same period.
  • Compensation by the passenger for material damage caused to JSC "AK Smartavia" due to damage to its property;
  • Inclusion of the passenger in the registry of persons whose air carriage is restricted by JSC "AK Smartavia";
  • Refusal to conclude an air carriage contract with a passenger included in the registry of persons whose air carriage is restricted, in accordance with Article 107.1 of the Air Code of the Russian Federation.

Knowingly false, including joke-like, statements by passengers about the presence of weapons/explosive devices/hazardous substances in baggage/carry-on luggage may in some cases be considered false information about impending explosions/terrorist acts and classified as a crime under Article 207 of the Criminal Code of the Russian Federation.

Hazardous items and substances permitted for transport in checked baggage and carry-on luggage:

  1. In checked baggage:
    • Civil, service, and combat hand-held firearms and bladed weapons in accordance with Federal Law No. 150-FZ of December 13, 1996, "On Weapons," in the manner established by the legislation of the Russian Federation;
    • Crossbows, spearguns, sabers, swords, cutlasses, yataghans, broadswords, rapiers, bayonets, daggers, knives: hunting knives, knives with ejectable blades, with locking mechanisms, imitations of any type of weapon;
    • Household knives (scissors) with a blade length exceeding 60mm;
    • Alcoholic beverages with an alcohol content exceeding 24% but not exceeding 70% by volume in containers with a capacity not exceeding 5 liters, in retail packaging - not more than 5 liters per passenger;
    • Liquids and alcoholic beverages with an alcohol content not exceeding 24% by volume, packaged in consumer containers bearing federal special marks for alcoholic products;
    • Aerosols intended for sports or household use, with discharge valves protected by caps to prevent accidental release of contents, in containers with a capacity not exceeding 0.5 kg or 500 ml - not more than 2 kg or 2 liters per passenger;
    • Medical mercury thermometer in a standard case - one per passenger.
  2. In carry-on luggage:
    • Medical mercury thermometer, mercury barometer, or thermometer, packed in a sturdy outer packaging containing a padded inner liner or bag made of sturdy, impermeable, or puncture-resistant material that prevents mercury leakage regardless of the package's orientation;
    • Dry ice for cooling perishable goods - not more than 2.5 kg per passenger;
    • 3% hydrogen peroxide - not more than 100ml per passenger;
    • Non-hazardous liquids, gels, and aerosols: in containers with a capacity not exceeding 100 ml (or equivalent capacity in other volume units), packed in a securely sealed transparent plastic bag with a volume not exceeding 1 liter - one bag per passenger.

Hazardous items and substances prohibited for transport in checked baggage and carry-on luggage:

Explosive substances, detonating devices, and items filled with them;
Compressed and liquefied gases;
Flammable liquids;
Liquids in containers with a capacity exceeding 100 ml, including partially filled ones, when transported by passengers in checked baggage and carry-on luggage;
Flammable solids;
Oxidizing substances and organic peroxides;
Toxic substances;
Radioactive materials;
Corrosive substances;
Poisonous and toxic substances

Transportation of weapons:

Weapons must be transported as a separate piece of checked baggage, paid for according to the tariffs established by the airline.

Weapons are accepted for transportation in an unloaded state with: a license or permit specified in clause 77 of the Rules for the Circulation of Civil and Service Weapons and Ammunition on the Territory of the Russian Federation, approved by Decree of the Government of the Russian Federation No. 814 of July 21, 1998, for civil and service weapons.

One passenger may transport no more than 5 units of weapons and no more than 1,000 rounds of ammunition weighing no more than 5 kg.

Combining the baggage allowance for weapons and ammunition from multiple passengers into one or more pieces of baggage is not permitted.

Ammunition weighing more than 5 kg is only allowed for transportation as dangerous goods.

Weapons and ammunition are only accepted for transportation after prior coordination with JSC “Smartavia Airlines”.

When additional transport security measures are implemented, and when a corresponding ban is established by the airport, the following items are PROHIBITED in carry-on luggage on the airline's flights in accordance with clause 15 of Appendix No. 7 to the "Rules for Conducting Additional Screening, Repeated Screening, Observation, and/or Interviewing for Transport Security Purposes," approved by Order of the Ministry of Transport of the Russian Federation No. 34 of February 4, 2025:

  • Corkscrews;
  • Hypodermic needles (unless medical justification is provided);
  • Knitting needles;
  • Scissors with a blade length of less than 60 mm;
  • Folding (without a lock) travel or pocket knives with a blade length of less than 60 mm;
  • Medical thermometers containing mercury;
  • Mercury barometers and thermometers.

Information about the implementation of these restrictions and their duration is communicated to passengers at the departure airport by transport security personnel during screening, through the airport's automated announcement system, and via the airline's official website.

From May 15, 2024, until the restrictions are lifted, the above items are PROHIBITED in carry-on luggage on the airline's flights.
